Mix flour, bouillon powder, fennel seeds, paprika powder in a bowl, add in beef cubes, coat evenly
Heat oil using Instant Pot, brown beef, discard the excess flour. Take beef off the pot, set to side
With leftover drips in the pot, saute sliced garlic and onion til fragrant, then stir in fennel and paprika powder. Pour in a little broth, let it boil
Add in browned beef and sauerkraut, pour in the rest of the broth, mix. Drop in beef cubes.
Click soup option on your Instant Pot, cook for 1.30 H
Turn off Instant Pot, release steam, turn Instant Pot back on
In a bowl, mix flour, bouillon powder, paprika, powder and fennel. Pour in enough water to dilute the mixture, then stir in sour cream
Pour mixture into the pot, stir in dill, bring back to boil for 5-8 mins
Serve as is or with sourdough bread/baguette
