Top with one portion of chopped cabbage
Sprinkle with Vegeta then flour
Wet with 1/3 c milk
Sprinkle the second onion, then cabbage, Vegeta, freshly cracked black pepper, milk
Then repeat steps but without pepper
On last (fourth portion of everything), with pepper plus salt and water
Cook on high for 3 H at least
Stir before serving
